The Villages: River Road TZB Tear Down, Bike/Walk Master Plan

This Week In The Villages: Goodbye, Malcolm. Hello Mario. Last Friday the last four lanes of traffic shifted from the 1955 cantilever Tappan Zee Bridge to the 2017 cable-stay Mario M. Cuomo crossing. On Tues 10/10, construction crews will begin demolition of the I-287 overpass that passes over Piermont Ave/River Road. If you drive a car you will have to detour via 9W until mid-November. If you ride a bicycle, you can still get through…but you will have to wait as much as an hour on weekdays. Hint: if you ride, this is a good time to walk… your bicycle on the Esposito Rail Trail. It’s safer, prettier and faster than waiting. It’s too dangerous to TAKE the car detour on 9W: a Pomona NY recreational cyclist was struck and killed along this route five years ago.
To better share the road, share the workload: The Nyack villages are looking for volunteers to provide input to a master plan for bicycling and walking.

Columbus Day, Monday, October 9 – no trash collection in the Village of Nyack. The DPW will be picking up trash on Tues Oct 10 and Thursday, Oct 11.

Tappan Zee Bridge News

River Road Closures
Beginning Tues Oct 10, River Road near the bridge will be closed to cars and trucks M-Sa 6a-10p through mid-November. Vehicular traffic will be detoured to 9W, while pedestrians and cyclists will have limited access to River Road after extended waiting periods. Project safety personnel will hold pedestrians and cyclists for up to an hour on weekdays and up to 15 minutes on Saturdays. The road will be open on Sundays.
It’s not realistic to expect cyclists to to wait as long as an hour to pass this point…and then wait as much as an hour on their return trip. Some riders will be tempted to follow the 9W car detour, but this decision would be tempting fate. The 9W re-route includes the intersection where Pomona, NY recreational cyclist Janet Martinez was struck and killed by a car in June, 2012. The Esposito Rail trail, albeit limited to hybrid or mountain bicycles, is a great N/S alternative that some cyclists may choose to ride around the bridge demolition.
The other alternative? Turn around and go home. It’s not worth the risk to ride this narrow, shoulder-less stretch of 9W that will be loaded with extra traffic and impatient drivers.
Weekday Overnight Lane Closures
Tappan Zee Constructors (TZC) will begin demolition activities of the old bridge’s Westchester landing and abutment this week. The work follows the shift of the southbound/eastbound traffic lanes on the New York State Thruway (I-87/I-287) to the first span of the Governor Mario M. Cuomo Bridge last Friday evening. Demolition activities will require the use of machines to break pavement and cut deck panels near the Tappan Zee Bridge’s abutment. TZC will utilize noise abatement measures in the area and continue to monitor noise and vibration levels as work continues.

The initial effort will require multiple overnight lane closures of southbound/eastbound lanes from exit 11 (Nyack – South Nyack – US Route 9W) to exit 9 (Tarrytown – Sleepy Hollow – US Route 9). Specific lane and ramp closure times are listed in the chart below.

Help Wanted: Greater Nyack Bike/Walk Master Plan
The Nyack river villages and school district are looking for help to create a “Greater Nyack Bike/Walk Master Plan.” The Village of Nyack has received a grant to hire a consultant to create this plan; community members are invited to join the GNBWMP committee to help select a vendor and provide input to the chosen consultant once the project gets under way. Residency or employment in the school district or Nyack river villages is not required to be involved in this effort. The project hopes to improve safety and create better connections 1) for students and parents to get to and from Nyack Schools; 2) between Nyack neighborhoods and local destinations; 3) better manage the increased foot and cycling traffic from the Shared Use Path on the new Tappan Zee Bridge.
Interested in joining the committee? Write to recreation@nyack-ny.gov with the subject line GNBWMP Committee to sign up. For more information, visit Nyack-NY.gov.

Bike Study Survey and Help Map Bike Data
As part of the Bike Study, the Town of Orangetown would like the public to fill out a five minute survey about how biking in town can be improved. Whether you ride frequently, once in a while, or don’t ride because you feel like something’s missing, they would like to hear from you.
And while you’re out and about on bike, in a car, or on foot, help map the great and not-so-great biking locations around town. Click on the Bike Study Feedback Map and provide your input.
