These off-leash dogs were coming off their properties, running freely (not fenced in) and the owners were amazingly casual... It just amazes me that lack of concern for all involved. Another peeve of mine - the neighbor that continues to leave their dog outside for 20 minutes and longer that is continually barking. This dog only wants IN to the house, and it is stuck outside.... horrible.
