TZ Vista’s Underground Parking Plan

TZ Vista, the proposed Nyack Waterfront Revitalization project, which includes a residential community, public park space, and a waterfront Café, can make the required parking spots invisible—by going underground. In one of the possible two designs for this development, putting parking underground allows street-level areas to be car-free and beautifully landscaped.

Underground parking benefits the Nyack community by allowing more open space, a larger public riverfront park, wider 100% green space view corridors, and the aesthetic beauty of open space compared to that of pavement, cars, and a parking gate.

This section shows remediated areas, as well as the location of parking structures. The bedrock is deeper (below grade), and will not need to be disturbed. 

Building an underground parking structure is an exciting solution, which is not without its challenges. The Gedney Street location for TZ Vista is on the environmentally sensitive Hudson River and the garage will be placed on a former brownfield site that has been mostly remediated. Over the past 10 years O&R has spent over $15 million to clean up this property, which has been abandoned and a toxic community eyesore since 1968. There is some additional remediation work to be completed, which will be jointly handled by O&R and TZ Vista.

This photograph, taken during the remediation, shows partially exposed rock ledge, and slopes of bank run on the west and north sides of the upper terrace.

A one-story garage can be built in the space between Gedney Street and the rock ledge left by the Orange & Rockland cleanup, a height difference of 12 to 15 feet. Another story of the garage is proposed to occupy the area east of the rock ledge and above the solidified soil. The top of solidified columns of soil is at elevations from 4.5 feet on the north to 7 feet on the south end of the site, leaving well over 27-29 feet for a construction of 2-story garage.

The reports that have been prepared as a part of the O&R remediation effort provide a wealth of information regarding the elevations of existing bedrock and elevations of the concrete solidified soils at the site. These elevations have been used in the preliminary design of the garage so that disturbances to existing bedrock and the solidified soil will be fully avoided.

Brownfields can be challenging to remediate. But it is common practice to take fallow land, remediate and rebuild, in this case enhancing Nyack’s riverfront.

The northern part of the six-acre parcel is being remediated by its prior owner, Orange & Rockland. The southern part will be remediated by TZ Vista. O&R’s remedial actions included removal of contaminated material on higher elevations, sealing fissures in rock, and the solidification of contaminated soils at greater depths.

It is important to understand NYSDEC oversight and management does not end once the remediation of the site has been completed. After the site is developed by TZ Vista, monitoring and inspection will continue in perpetuity under the direction of the NYSDEC assuring long-term protection of public health and the environment.
