Last week the Federal Highway Administration released the Draft Environmental Impact Statement for the Tappan Zee Bridge reconstruction project. This is big news because it finds, in the words of an Associated Press writer, "no ecology obstacles" to the plan. However, lots of people who submitted statements in favor of transit on the bridge were frustrated because the project leaders refused to do more than build a car bridge that "will not preclude transit.

On December 15, 1955, the TZB opened to regular traffic for the first time. On December 15, 2011, an unlikely coalition of 11 Democratic and Republican politicians joined by 16 other pro-union, pro-environment, pro-business groups announced their opposition to Governor Andrew Cuomo's plan to build a new Tappan Zee Bridge without mass transit.

The plans to fast track a new Tappan Zee Bridge don't include any of the previously promised trains or buses to ease congestion. But they do include shoulders and a dedicated lane for emergencies -- be they political or otherwise.

Statements by a leading Hudson River environmental group and a Rockland County Assemblywoman this week offered opposing points of view on building a new Tappan Zee Bridge. Riverkeeper "expresses extreme concern" about the project, saying the revised plan doesn't address traffic congestion and pollution and has the potential to cause needless destruction to the Hudson River. Assemblywoman Ellen Jaffee (Suffern – D) says "the governor's expedited plan will bring us jobs, build a safer bridge that preserves mass transit options, and do it all with construction starting in one year."

Ever since Governor Cuomo announced a hurry-up offense to break ground on a new Tappan Zee Bridge by next Fall, transportation planners, politicians and the public have asked: what happened to the Commuter Rapid Transit (CRT) trains and the Bus Rapid Transit (BRT)? The original project -- priced at $16B but projected to cost as much as $20B -- included mass transit and 287 road improvements, including a big fix for the 360 degree on-off-ramp at Interchange 10 in South Nyack. But the scaled back project Cuomo and the Federal Highway Administration hope to fast track is all about the bridge -- and nothing more.
